West of the mountains Washington runs on software, aerospace and Pacific trade. East of them it runs on orchards, wheat, wine and food processing. The state also taxes gross receipts rather than income, which changes how a business here thinks about the revenue a campaign brings in.

What makes Washington different

The Cascade Range divides the state into two economies that share very little beyond a legislature. West of it sit software, cloud infrastructure, aerospace, biotechnology and the ports; east of it sit orchards, vineyards, wheat, cattle and the processing and cold storage that go with them.

Washington levies business and occupation tax on gross receipts rather than on profit, and there is no state income tax. Owners here therefore think about revenue quality in a way that owners elsewhere do not, and a marketing plan that chases volume at thin margin is a harder sell in this state than in most.

Trade orientation is toward the Pacific. The seaports handle a substantial share of container traffic between Asia and North America, and agricultural exports from the interior move through the same corridor, which gives even mid-sized firms here an international customer base.

The state has also legislated on consumer health data more aggressively than any other, and that reaches marketing technology on ordinary commercial sites rather than only on clinical ones.

How search works differently here

Search is not uniform across markets. Engine share, language, device mix and local platforms all shift what a strategy should prioritise.

  • The two halves of the state search differently enough to justify separate campaigns. Puget Sound buyers use product and category vocabulary borrowed from the technology industry, while eastern Washington buyers use crop, variety, equipment and pack-house language.
  • Cost per click for equivalent business terms is far higher around the metro than east of the mountains, so a statewide budget quietly transfers money west unless the geography is separated deliberately.
  • Export-facing enquiries frequently begin outside the country, which means competing results include foreign suppliers and the practical questions are about shipping terms, certification and payment rather than about features.
  • Consent choices are more visible here than in most states, and honouring them properly reduces what analytics can observe. That loss is the intended effect of the rules and the baseline has to be set with it included rather than engineered around.

  • The Washington My Health My Data Act regulates consumer health data far more broadly than clinical records, reaching data that identifies or can be used to infer a health condition or a related service someone sought. It requires consent for collection, separate authorisation for any sale, a distinct consumer health data privacy notice, and it prohibits geofencing around facilities providing health care services to serve health-related advertising. It applies by reference to Washington consumers rather than to where a business is located, and it is backed by the state Consumer Protection Act. Confirm scope with your counsel before assuming a product is outside it.
  • The Washington Commercial Electronic Mail Act restricts misleading subject lines and sender information in commercial email and reaches commercial text messages sent to Washington numbers, tied to the same Consumer Protection Act. Sending programmes should be reviewed by counsel rather than assumed compliant because they clear the federal baseline.
  • The state Consumer Protection Act itself governs unfair and deceptive practices, and private parties as well as the Attorney General can bring claims under it. Advertising claims here need substantiation held before publication.

Does the state health data law affect a business that is not in healthcare?

It can, and that is the part that catches people out. The definition of consumer health data extends to information from which a health condition or a sought-after health service could be inferred, which reaches fitness, nutrition, sleep, fertility and mental wellbeing products.

We flag anything in that territory before it goes live and describe exactly what the tool collects. Whether your business is in scope is a determination for your counsel, not for us.

Should eastern and western Washington be planned separately?

In nearly every case, yes. The industries differ, the vocabulary differs and the click costs differ by a wide margin, so a single statewide campaign spends most of its budget around the metro regardless of where the revenue is.

Separate campaigns also allow separate targets. A cost per enquiry that is excellent in Spokane may be unremarkable in Bellevue, and one blended number hides both.

How does the gross receipts tax change a marketing plan?

It makes revenue quality matter more than revenue volume. Because the tax applies to gross receipts rather than to profit, low-margin work carries a cost that a profit-based system would not impose.

In practice that argues for campaigns aimed at higher-value services and better-fit customers rather than at the cheapest possible enquiry. Your accountant should confirm the position for your classification.

Answer the trade questions before the product questions. Shipping terms, minimum volumes, certification, lead times, payment methods and who to contact in which time zone decide more overseas enquiries than feature lists do.

Language matters too, and it has to be written rather than machine-translated. A page that reads as translated undermines the credibility it was published to build.
